I have no idea how this type of thing works. Would this be new investment?

Additionally shares are normally issued for 3 reasons: 1. For new investment 2. For liquidity (buying and selling on the stock market) however as Palace shares aren't traded on the stock exchange I would assume liquidity is not an issue. 3. Restructuring the shareholder base. It could just be an accountancy thing with no real meaning in the real world.

A restructuring seems the most likely and as someone (possibly Textor's group) has put more cash in it's likely that their shareholding will increase as a result. Oddly enough it is the subsidiary companies that have had the increases in capital and not Holdco (yet)

It could have been a share spilt prior to a sale. i.e. There are 1million shares and they are split into 2 for 1. Then shares are sold to a 3rd party for investment. £96million is a lot of dosh!
